一、常用套语
1. 引出倡议目的
常用in order to引出的不定式短语或用with / for the purpose of引导的介词短语。如：
In order to/To offer help to the migrant kids/For the purpose of offering help to the migrant kids，we think our government should take measures to pour more money into improving the present situation of migrant schools.
( 2010揭阳市一模) 为了帮助民工子弟，我们认为政府应该采取措施，将资金投入到改善民工学校现状中。
2. 列举倡议内容
倡议其实就是提建议，因此，可用be supposed to (应该)， it is suggested that... (建议)， it would be better if... (如果......，那就更好了)等。倡议的内容通常都不只一个，因此可用in addition， besides， additionally， what’s more， furthermore， moreover来列举这些内容。如：
(1)We are supposed /required /expected to choose a healthy and environmentally-friendly way of traveling， that is， bicycle riding. 我们应该选择一个既健康又环保的旅游方式，那就是骑自行车。(2011湛江市一模)
(2) It is suggested/advised that we choose a healthy and environmentally-friendly way of traveling， that is，bicycle riding. 有人建议我们选择一个既健康又环保的旅游方式即骑自行车。( 2011湛江市一模)
(3) It would be better if the local students help to collect money or donate books to the migrant kids. 如果当地的学生能帮忙集资或者给农民工子弟捐书，那就更好了。( 2010揭阳市一模)
3. 提出呼吁
提出呼吁可用It is (high) time that...句型，该句型中that从句的谓语动词要用过去式或用should加动词原形，should不可省略。也可用 in a word 引出呼吁的内容。如：
It is high time that we started / should start from ourselves and reduced / reduce transportation pressure by riding a bike. 是我们从我做起，通过骑自行车来减少交通压力的时候了。(2011湛江市一模)
二、实例分析
(2009深圳一模)假设你是学校学生会的一员，为了拥有一个更美好的校园，你发出了全员环保的倡议，并制作了如下图的海报。

解题指导
根据写作内容的要求，我们可以按照以下的方式来确定文章的结构：
1. 用一句话引出倡议目的，并以这句话作为文章的开头句，达到开篇点题的作用。如：
In order to fulfill our obligation to protect the environment，we are supposed to follow the following ecological codes.
为了实行我们环保的义务，我们应该养成以下的环保习惯。
2. 用三句话分别谈谈倡议的内容。
(1)It is suggested/advised that we stick to the habit of walking to school. 有人建议我们坚持走路上学的习惯。
(2)We are required to eat at least five kinds of fruits and vegetables a day. 我们应该每天至少吃五种水果和青菜。
(3)It would be better if we recycle everything recyclable and cherish our school’s environment by picking up any litter and turning off the taps and the lights.
如果我们回收一切可回收之物并通过捡起垃圾爱护校园环境、关灯和关水龙头，那就更好了。
3. 用一句话引出呼吁的内容。

Dear Schoolmates,
A severe shortage of blood is afflicting China’s hospitals and numerous blood banks have reported dangerously low supplies.
Because of recent acute blood shortage, many vital operations have to be postponed, which reduces a large number of patients to bleak despair.
What can we do to relieve the blood shortage and save these pitiful patients? The best solution should be rolling up our sleeves to donate blood.
Being a blood donor won’t harm our own health, so I hope all of us can actively and voluntarily participate in blood donation.
